II. INTRODUCTION:
The impact of typhoon “Reming” is seen to last beyond 2010.
The onslaught of Super Typhoon Reming (DURIAN) brought damages to agricultural crops and properties due to very strong winds and rains brought by the super typhoon in the whole province of Catanduanes. The strength by the typhoon Reming was measured from 290 kph up to 320 km per hour. Although the storm was the strongest so far that hit the province, loss of life was minimal since it came during daytime when people are able to flee to safe shelters and given their time-tested experience to withstand strong typhoons. Number of confirmed death is 16.The eastern towns of the province were hardest hit. Houses made of nipa shingles and light materials were totally damaged.
Moreover, the absence of livelihood opportunities for the great majority who depend on palay, abaca and coconut is bound to make life more miserable for them.
Thus, much has to be done in terms of picking up the pieces of a dream to have a better life and a decent shelter.
Based on our survey findings, we have identified the “Shelter Rehab” project as an initial scheme to re-build their shattered lives. Families need a decent shelter and an abode that can withstand future calamities. Families can work on community projects as well as neighborhood improvements and be provided with a concrete core shelter while working together with other beneficiaries until they finish their houses.
With the extensive and massive damages brought by the typhoon to residential houses, shelter assistance is an immediate need. The proposal is to grant a concrete 4x4 core shelter to those not being served by the government and other agencies. This will be called SHELTER REHAB PROJECT. This type of project was already implemented by the diocese during the rehabilitation of the province after the onslaught of Typhoons Loleng and Dindo. Our rehab project was a success. The shelter we provided to our beneficiaries withstood the onslaught of the very strong winds brought by the super typhoon. Not one of the concrete shelters we provided were damaged albeit served as safe refuge to several families. We were able to build 165 units scattered in the province. We are targeting to assist 70 families this time. Estimated cost of one concrete 4x4 core shelter is P 72,486.50.
III. GOALS AND OBJECTIVES OF SHELTER REHAB PROGRAM
The project aims to assist the families in re-building their destroyed houses and thus enable them to start up their livelihood efforts through a shelter rehab program.
Specifically, the project has the following objectives:
1. To provide a more sustainable “typhoon proof” shelter to affected families to minimize casualties and damages while providing a safe refuge in times of calamities..
2. To form and strengthen community through their active involvement in the community projects and neighborhood improvements
3. To improve the value formation of the families especially in terms of disaster awareness and preparedness and planning for the future.
Expected outputs are the following:
1. Improvement of houses of beneficiaries
2. Increase in community involvement
3. Increase in disaster awareness and preparedness and community mobilization
4. Increase in solidarity of communities
5. Improvement of the community environment
IV. PROJECT IMPLEMENTATION
Due to our meager resources and the numerous families whose abodes were totally destroyed, targeted beneficiaries will selected based on the following criteria:
1. Families ranked under 30% of income strata based on Means Test Valuation
2. Priority is based on actual survey after typhoon “Reming”
The program involves work by member of the beneficiary/families. The beneficiary will work together with other beneficiaries in building their respective houses. Disaster management and the new evangelization pastorale program of the diocese are to be given.
V. MONITORING AND EVALUATION
Progress and final reports will be prepared by the DVSAFI, indicating the status of the program implementation.
DVSAFI will prepare accomplishment and financial disbursement reports.
VI. FINANCIAL REQUIREMENT OF THE PROJECT
We are contemplating of assisting 70 families for this project. We already received pledges of help from well-meaning Catandunganons abroad and from the Diocese of Calgary in Alberta, Canada and other organizations/agencies to fund the project. We submitted our proposal to CARITAS Manila and ASSISI Foundation to assist in funding 20 families. CARITAS MANILA in 2000 was able to assist us in building a cluster of 20 concrete core shelter for 20 families.
We are enclosing the cost estimate for 1 (one) concrete 4x4 core shelter for your consideration..
